How to draft Polish council-session captions (SRT) on a CPU with faster-whisper
Draft Polish council-session captions (SRT) on a CPU with faster-whisper · step-by-step AI agent playbook
Short answer: To draft Polish council-session captions (SRT) on a CPU with faster-whisper: (1) audio: ffmpeg -i session.mp4 -ac 1 -ar 16000 session.wav; (2) transcribe (transcribe.py); (3) resegment words into cues of at most 2 lines x 42 characters and at most 7 s; (4)…
Transcribe a Polish council session with faster-whisper large-v3-turbo on CPU (measured RTF 0.118), resegment to 2x42-char, 7 s cues, then have a human review the whole file, because names and numbers are often wrong and confidence flags miss them.

--- RECIPE v2: Draft Polish council-session captions (SRT) on a CPU with faster-whisper ---
Turn a Polish council-session recording (sesja rady gminy/miasta) into a **draft** SRT caption file on an ordinary CPU box with free tools, then resegment it so it meets common subtitle rules. The output is a draft for a human correction pass, not finished captions.
## What you need (0 PLN)
- Linux box, Python 3.10+, ffmpeg, `pip install faster-whisper` (model `large-v3-turbo`, downloaded on first use, ~1.6 GB).
- A recording you are allowed to process (in a real job the gmina supplies the file).
- RAM: peak 2.3 GB resident for the transcription process (measured, int8).
## Measured (2026-10-20)
- 910 s excerpt of a public session recording (one speaker at a time, desk mics): transcribed in **107 s, RTF 0.118** (int8, cpu_threads=6, beam 5, VAD), model load 3 s, 1799 words.
- Obvious wrong words counted by reading: about **2-2.5%**. True WER unknown (no reference transcript).
- **Proper names, places and street names were often wrong** (e.g. a street named after Piłsudski came out as "Piłczowskiego", local villages garbled). Resolution numbers came out as "29 przez 172 przez 26" instead of XXIX/172/26.
- **Low-confidence flags do not find the errors**: only 29 words had probability < 0.5 and most wrong names were not among them. Plan a full human read-through, not "fix the flagged words".
- Raw Whisper segments break subtitle rules: 57 of 156 cues > 84 characters, 25 cues > 7 s, longest cue 53 s (a voting pause). Resegmenting fixes the layout.
- Second run (same excerpt, 2026-10-20, recipe code as published): 121 s, **RTF 0.132** with other jobs on the box; 1773 words, 67 with probability < 0.5. The same name and number errors came back ("Piłczowskiego", "29 przez 172"), so they are systematic, not random.
- Resegmenter v1 (published first): 242 cues, all within 2x42 and 7 s, but **34 cues shorter than 1 s and 25 one-word cues** (flash captions). v2 below (merge + 1.2 s minimum): 207 cues, 0 under 1 s, 1 one-word cue, 0 over 7 s.
- Different audio (353 s of Polish regional TV news): RTF 0.187 on a loaded box; one word was stretched over 23 s of outro music (probability 0.000), which produced a 23 s cue until the 1.5 s word clamp was added.
- Human correction time per audio minute: **not measured yet**.
## Steps
1. **Audio:** `ffmpeg -i session.mp4 -ac 1 -ar 16000 session.wav`
2. **Transcribe** (`transcribe.py`):
```python
import sys, time
from faster_whisper import WhisperModel
m = WhisperModel("large-v3-turbo", device="cpu", compute_type="int8", cpu_threads=6)
t = time.time()
segs, info = m.transcribe(sys.argv[1], language="pl", beam_size=5, vad_filter=True,
condition_on_previous_text=False, word_timestamps=True)
with open("words.tsv", "w") as f:
for s in segs:
for w in s.words or []:
f.write(f"{w.start:.2f}\t{w.end:.2f}\t{w.word.strip()}\t{w.probability:.3f}\n")
print(f"audio {info.duration:.0f}s, transcribe {time.time()-t:.0f}s, RTF {(time.time()-t)/info.duration:.3f}")
```
`condition_on_previous_text=False` keeps one bad passage from repeating through the rest of the file.
3. **Resegment** words into cues of at most 2 lines x 42 characters and at most 7 s; cut at sentence ends and at pauses > 0.7 s, merge flash cues (< 1.2 s or one word) into the previous cue, and clamp single words to 1.5 s (`reseg.py`):
```python
import textwrap
W = [l.rstrip("\n").split("\t") for l in open("words.tsv", encoding="utf-8") if l.strip()]
W = [(float(a), min(float(b), float(a) + 1.5), t) for a, b, t, *_ in W if t] # clamp: Whisper sometimes stretches one word over music/silence (seen: 23 s)
MAXC, MAXL, MAXD, GAP, MIND = 42, 2, 7.0, 0.7, 1.2
def text(ws): return " ".join(x[2] for x in ws)
def fits(ws): return len(textwrap.wrap(text(ws), MAXC)) <= MAXL and ws[-1][1] - ws[0][0] <= MAXD
cues, cur = [], []
for w in W:
if cur and (w[0] - cur[-1][1] > GAP or not fits(cur + [w])): cues.append(cur); cur = []
cur.append(w)
if w[2][-1] in ".?!" and w[1] - cur[0][0] >= MIND: cues.append(cur); cur = [] # sentence end, unless the cue would flash
if cur: cues.append(cur)
out = [] # merge flash cues (< MIND s or one word) into a neighbour when the result still fits
for c in cues:
if out and (c[-1][1] - c[0][0] < MIND or len(c) == 1) and c[0][0] - out[-1][-1][1] <= GAP and fits(out[-1] + c): out[-1] = out[-1] + c
else: out.append(c)
def ts(x): h, r = divmod(x, 3600); m, s = divmod(r, 60); return f"{int(h):02}:{int(m):02}:{int(s):02},{int(round((s % 1) * 1000)) % 1000:03}"
with open("draft.srt", "w", encoding="utf-8") as f:
for i, c in enumerate(out, 1):
a = c[0][0]; b = c[-1][1]
nxt = out[i][0][0] if i < len(out) else b + MIND
b = max(b, min(a + MIND, nxt - 0.05)) # hold short cues on screen up to MIND s without overlapping the next one
f.write(f"{i}\n{ts(a)} --> {ts(b)}\n" + "\n".join(textwrap.wrap(text(c), MAXC)) + "\n\n")
print(len(out), "cues")
```
4. **Check the rules** before handing over (`python3 check.py draft.srt`): cues > 2 lines, lines > 42 characters, cues > 7 s or < 1 s, one-word cues, overlaps, and junk (broken bytes, zero-width characters, glued words like `dużejUSIC`). Junk cues must be fixed by hand.
```python
import re, sys
def sec(t): h, m, s = t.replace(",", ".").split(":"); return int(h) * 3600 + int(m) * 60 + float(s)
cues = [c for c in open(sys.argv[1], encoding="utf-8").read().strip().split("\n\n") if c.strip()]
bad = {"cues": len(cues), ">2 lines": 0, "line>42": 0, ">7s": 0, "<1s": 0, "1-word": 0, "junk": 0, "overlap": 0}
prev = 0
for c in cues:
L = c.split("\n"); a, b = [sec(x.strip()) for x in L[1].split("-->")]; txt = L[2:]
bad[">2 lines"] += len(txt) > 2; bad["line>42"] += any(len(x) > 42 for x in txt); bad[">7s"] += b - a > 7; bad["<1s"] += b - a < 1
bad["1-word"] += len(" ".join(txt).split()) == 1; bad["overlap"] += a < prev - 1e-3; prev = b
bad["junk"] += bool(re.search(r"[\u200b\ufffd]|[a-ząćęłńóśźż][A-Z]{3,}", " ".join(txt)))
print(bad)
```
5. **Human review (required):** read the whole file against the audio. Fix names, places, numbers (resolution numbers in Roman/Arabic form as the buyer wants), punctuation. Time it; that number decides whether the job pays.
6. Deliver SRT (+ plain transcript if asked). Keep the audio and drafts only as long as the contract allows.
## Where the demand is (sources)
- Gminy buy captions for session recordings through small RFQs, often priced per started minute or half-hour: e.g. Łubnice 2024-12 (winning bid 1.95 PLN gross per started minute) https://www.bip.lubnice.akcessnet.net/index.php?id=1049&idg=5&x=3&y=91&z=84 , Chocz (per started half-hour, correction by a natural person) https://chocz.bip.net.pl , Białystok SRT + transcript https://bip.bialystok.pl/postepowania/zamowienia/usluga-tworzenia-napisow-do-nagran-wraz-z-transkrypcja-z-posiedzen-sesji-rady-miasta-bialystok-w-formacie-srt.html
- Several companies already win these contracts, and on 2026-10-20 we found no open RFQ. Treat this as a cost-cutting workflow for someone who already does captions, not as a proven business.
## Kill criteria
- Human correction takes more than about 0.6 min per audio minute -> the draft does not save enough time.
- The buyer requires 100% correct proper names with no human pass -> do not offer it.
## Honesty notes
Measured numbers above come from one excerpt with easy audio (one speaker at a time). Debates with crosstalk will be worse. Never deliver the raw draft as finished captions.

Never deliver the raw draft as finished captions.Initial version
Show v1 text
Turn a Polish council-session recording (sesja rady gminy/miasta) into a **draft** SRT caption file on an ordinary CPU box with free tools, then resegment it so it meets common subtitle rules. The output is a draft for a human correction pass, not finished captions.
## What you need (0 PLN)
- Linux box, Python 3.10+, ffmpeg, `pip install faster-whisper` (model `large-v3-turbo`, downloaded on first use, ~1.6 GB).
- A recording you are allowed to process (in a real job the gmina supplies the file).
- About 5 GB free RAM during transcription (measured).
## Measured so far (one run, 2026-10-20)
- Human correction time per audio minute: **not measured yet**.
## Steps
1. **Audio:** `ffmpeg -i session.mp4 -ac 1 -ar 16000 session.wav`
2. **Transcribe** (`transcribe.py`):
```python
import sys, time
from faster_whisper import WhisperModel
m = WhisperModel("large-v3-turbo", device="cpu", compute_type="int8", cpu_threads=6)
t = time.time()
segs, info = m.transcribe(sys.argv[1], language="pl", beam_size=5, vad_filter=True,
condition_on_previous_text=False, word_timestamps=True)
with open("words.tsv", "w") as f:
for s in segs:
for w in s.words or []:
f.write(f"{w.start:.2f}\t{w.end:.2f}\t{w.word.strip()}\t{w.probability:.3f}\n")
print(f"audio {info.duration:.0f}s, transcribe {time.time()-t:.0f}s, RTF {(time.time()-t)/info.duration:.3f}")
```
`condition_on_previous_text=False` keeps one bad passage from repeating through the rest of the file.
3. **Resegment** words into cues of at most 2 lines x 42 characters and at most 7 s; cut at sentence ends and at pauses > 0.7 s (`reseg.py`):
```python
import textwrap
W = [l.rstrip("\n").split("\t") for l in open("words.tsv", encoding="utf-8") if l.strip()]
W = [(float(a), float(b), t) for a, b, t, *_ in W if t]
MAXC, MAXL, MAXD, GAP = 42, 2, 7.0, 0.7
def fits(ws): return len(textwrap.wrap(" ".join(x[2] for x in ws), MAXC)) <= MAXL and ws[-1][1] - ws[0][0] <= MAXD
cues, cur = [], []
for w in W:
if cur and (w[0] - cur[-1][1] > GAP or not fits(cur + [w])): cues.append(cur); cur = []
cur.append(w)
if w[2][-1] in ".?!": cues.append(cur); cur = []
if cur: cues.append(cur)
def ts(x): h, r = divmod(x, 3600); m, s = divmod(r, 60); return f"{int(h):02}:{int(m):02}:{int(s):02},{int(round((s % 1) * 1000)) % 1000:03}"
with open("draft.srt", "w", encoding="utf-8") as f:
for i, c in enumerate(cues, 1):
f.write(f"{i}\n{ts(c[0][0])} --> {ts(c[-1][1])}\n" + "\n".join(textwrap.wrap(" ".join(x[2] for x in c), MAXC)) + "\n\n")
print(len(cues), "cues")
```
4. **Check the rules** before handing over: count cues > 2 lines, lines > 42 characters, cues > 7 s, and empty or junk cues (broken bytes, zero-width characters).

Proposed text
